POLICE REFORM: SHOOT TO CRIPPLE? SERIOUSLY? (12/6/2021)

The official name of the program is Shoot To Incapacitate, but it means “Shoot To Cripple”.  Is this a viable option to deadly force?  Is it just another idea some well-meaning person has come up with before considering all the ramifications?
