SHERIFF DELPHUS V. HICKS, The First African American Elected Sheriff in Tennessee visits The Investigator

In 1978 Delphus Hicks became the first African American to ever be elected Sheriff in the history of the state of Tennessee. On the day Delphus was sworn in as the Sheriff of Hardeman County, Jim Leach was appointed as a Special Agent with the TBI. It was the beginning of a very special friendship that has lasted for over four decades.
